NYCHA vs HPD Section 8: What’s the Difference in NYC?
You have a Section 8 voucher in New York City, or you’re trying to get one. One letter comes from NYCHA. A friend’s comes from HPD. You call the wrong office, wait an hour, and get told, “That’s not us.” It happens all the time.
NYCHA and HPD both run the federal Section 8 voucher program in NYC. But they are separate agencies. NYCHA runs the largest voucher program in the country. HPD runs a smaller one, mostly for homeless households and people in HPD buildings. They have different phone numbers, portals, and ways in. Your voucher letter tells you which one is yours.
This guide compares the two so you can call the right office the first time.
What’s the difference between NYCHA and HPD Section 8?
Both run the same federal voucher program, but separately. NYCHA, the New York City Housing Authority, has about 107,979 vouchers. HPD, the Department of Housing Preservation and Development, serves over 39,000 households. A third agency, New York State HCR, also runs Section 8 in the city. Each has its own rules, staff, and contacts.

Takeaway: the agency name on your voucher papers decides which office handles your case.
How do I know if my voucher is NYCHA or HPD?
Check your voucher, your rent notice, or any letter about recertification. It will name the agency at the top. NYCHA letters point to the Self-Service Portal. HPD letters come from the Division of Tenant Resources and mention the DTR Portal. Your landlord’s payment notices also show which agency pays its part of the rent.
| Clue | NYCHA | HPD |
|---|---|---|
| Letterhead | NYCHA or “Leased Housing” | HPD or “Division of Tenant Resources (DTR)” |
| Portal | selfserve.nycha.info | DTR Portal |
| Office | Customer Contact Center | 100 Gold Street, Manhattan |
If you still can’t tell, call either number and give your name and address. Staff can tell you if you’re in their system.
Takeaway: look at the letterhead before you call anyone.
Can I apply for NYCHA Section 8 right now?
No. NYCHA says its Section 8 waiting list is closed to new applicants. It last opened briefly in June 2024, its first opening since 2009. Since August 1, 2025, NYCHA has also paused vouchers for the general waiting list. It’s moving about 5,400 Emergency Housing Voucher households into regular Section 8.
| NYCHA update | Date | What it means |
|---|---|---|
| Waiting list reopened by lottery | June 3 to 9, 2024 | First opening since 2009 |
| Pause on general waitlist vouchers | From August 1, 2025, for about 18 months | Waitlist applicants keep their place but wait longer |
| Special referrals | Ongoing | Programs like VASH, Mainstream, and Stability Vouchers continue |
| Cost-neutral transfers only | From May 1, 2026 | Voluntary non-emergency moves must not raise the gross rent |
If you’re already on the list, keep your information current on the Self-Service Portal. Answer any canvass letter, or you could lose your spot. EHV holders can read our guide to Emergency Housing Vouchers ending.
Takeaway: NYCHA’s general list is frozen, so update your file and wait for a canvass letter.
Can I apply for HPD Section 8?
Not directly. HPD says it doesn’t accept applications from the general public. Applications must come through approved intermediaries, such as HPD staff, housing provider staff, or other city agencies. HPD’s categories include homeless households in shelter and tenants in certain HPD-funded buildings. Stability Vouchers come through Continuum of Care referrals.
HPD Section 8 categories include:
- Homeless households in a designated shelter, as classified by HPD.
- Renovation-relocation for tenants in buildings that need major repairs.
- Renovation-rent restructuring for tenants in renovated HPD-assisted buildings.
- In-place homeless and special needs for recent shelter movers in HPD programs.
- In-place homeless prevention for rent-burdened tenants in HPD buildings.
HPD’s income limits took effect May 11, 2026. For one person, 50% of area median income is $59,400.
Takeaway: if you’re in shelter, ask your case manager about an HPD referral.
Do NYCHA and HPD pay the same rent?
Both follow federal rules, so you usually pay about 30% of your monthly adjusted income toward rent. HPD says the same on its site. But each agency sets its own payment standards and utility allowances. So the maximum rent can differ between NYCHA and HPD for the same apartment. Ask your agency for its current numbers.
| Item | NYCHA | HPD |
|---|---|---|
| Your share | About 30% of adjusted income, per federal rules | About 30% of income, per HPD |
| Payment standards | NYCHA’s own schedule | HPD’s own schedule |
| Inspections | NYCHA inspectors | HPD inspectors |
| Rent increase requests | Through NYCHA | Through HPD’s owner services |
Our guide to how Section 8 rent is calculated explains the math. Our payment standard guide explains why limits differ.
Takeaway: the same apartment can have a different rent limit at NYCHA and HPD.
Can I move my voucher between NYCHA and HPD?
Your voucher stays with the agency that issued it, even when you move within NYC. Moving doesn’t switch you from HPD to NYCHA. Since May 1, 2026, NYCHA voluntary non-emergency transfers must be cost-neutral. That means the new apartment’s gross rent can’t be higher. Emergency transfers aren’t limited this way.
Before you move:
- Ask your own agency for its move rules and paperwork.
- Check your lease term. Federal rules let agencies limit moves during your first year.
- Ask about rent limits for the new unit.
- Leaving NYC? Ask about portability.
Our guide to moving with Section 8 in the same city covers the steps. For moves out of the city, read our portability guide.
Takeaway: plan any move with the agency that holds your voucher.
